TCHC’s 2018 Tenant Experience Survey revealed that tenants living in contract-managed buildings consistently report feeling less satisfied than tenants in direct-managed buildings. In light of these findings, Local 79 President David Mitchell wrote to TCHC’s Board of Directors to say that it’s time for the contract-managed buildings to come under direct management.

CUPE Local 79 reviewed with interest the findings of the 2018 Tenant Experience Survey. This year’s survey follows a trend: tenants living in contract-managed buildings consistently report feeling less satisfied than tenants in direct-managed buildings. In light of these findings, it is time for the contract-managed buildings to come under direct management.
The survey highlights significant discrepancies in cleanliness and condition of the buildings, as well as the condition of the units. Overall, 69% of tenants are satisfied in direct-managed buildings while only 48% of tenants are satisfied in contract-managed buildings.
The City and TCHC are moving towards a new Tenants First program and Local 79 is happy to see that tenants’ needs are being prioritized. Everyone should be able to have pride in their home and know that problems are being taken care of. Unfortunately, one in two tenants in contract-managed buildings feel that their home is lacking in basic cleanliness and the condition of their housing. This needs to change.
The Tenants First transformation is a great opportunity to bring these contract-managed buildings back in house and to provide a consistent and high level of service for all TCHC tenants. Local 79 supports efforts to eliminate contract-managed buildings and have all tenants enjoy higher satisfaction rates in direct-managed buildings.
