Local 79's 2016 City Budget Guide – Staffing and Budget Impacts by Division

Every year City Council approves the staff complement it believes Divisions need to deliver high quality services to Toronto’s communities. Every year, the City also reports vacancy rates, which represent unfilled staff positions and gapping. Changes in staffing directly impact divisional service provision – often with cause for concern.
As Toronto communities continue to grow through newcomer settlement, a burgeoning housing market, and the driving forces of globalization that increase the movement of peoples through the city, municipalities such as Toronto must also explore their role within the global economic context. Factors such as inequity and unemployment impact the City’s social and economic growth at both the local and global level, and therefore need to be top-of-mind when making budget, staffing and service decisions.
What’s happening to the city workforce and Local 79 jobs?
The City continues to rely on temporary/part-time precarious work, cutting services, contracting out, delaying projects, underfunding programs, and vacancies. This is not the best way to provide services.
We need long-term sustainable solutions to our revenue problem, not a fire-sale of City assets that may provide quick cash for “bricks and mortar” projects but make the City’s operating budget even more anemic.
